The Royalty In Kind (RIK) Program
The Minerals Management Service, part of the Department of the Interior, is responsible for managing the nation's natural gas and oil on the outer continental shelf. Its Royalty In Kind (RIK) program manages any royalties paid as commercial oil or natural gas commodities (instead of cash). RIK was the center of a major Bush Administration scandal in 2008.
