Federal Taxation of Earnings versus Investment Income in 2004 
The 2003 Congressional tax cut reduced the top federal personal income tax rate on capital gains and dividends to only 15 percent. That compares to a 35 percent top tax rate on wages or to the combined income-tax-plus-payroll-tax rate of more than 30 percent for the average worker. Who Pays? is a comprehensive analysis of state and local tax burdens in all 50 states. The 2003 study reveals that ,on average, state and local tax systems require the poorest taxpayers to pay the highest effective tax rates; in other words, these taxes are regressive.
